Britain is being encouraged to see neighbours as enemies: migrant against citizen, town against city, left against right. The important question is not only who is angry, but who benefits when the anger never ends. Britain is angry. That much is obvious. Housing is expensive, public services are under pressure, wages have been squeezed and many people feel the country is not working as it should. The more interesting question is what happens to that anger.
